The DMS optimizes the management of records and documents throughout the Ministry. Document management and records management are handled centrally at the Ministry – even for regional offices. This centralized receipt and distribution of documents applies to all forms and formats – paper, electronic to the Data Boxes, e-mail, e-filing submissions. The solution is designed to function in accordance with the applicable Czech legislative and regulatory requirements. The system unifies the processes used within the Ministry and had thus led to a reduction in administrative costs of operation, both in terms of time involved and consumables.

System Integration and IT Outsourcing

Within the project we have integrated a number of incompatible applications and products into a single information system. We have made sure that all authorized users of the information have what they need whenever they need it in the format they are looking for. Productivity has increased as a result. In addition, an ICT security solution was provided with an emphasis on confidentiality, integrity, availability, accountability and reliability of the information. We are also now in charge of the complete administration of city’s information system and we are continuing to work on its optimization and improvement.

Security: We performed a security access audit, established an IS security policy and security documentation ISVS for the purposes of approval. We have provided for the security of data and user identity (smart cards, HSM modules, system security keys and certificates).

The Argis information system for the planning of non-State, civilian reserves has been in operation since 1999. It serves to ensure the information support needed for crisis management planning and decision-making processes. It is used by municipalities, regional authorities (regional authorities and the regional fire department) and central government authorities, including the State Material Reserves Administration. The application also has access to both natural persons and economic entities. Starting in 2013, Argis is connected to the information system of basic registers. The system is designed in accordance with Act No. 241/2000 Coll., on economic measures for crisis situations.

CERTIS – A System to Support the High School Graduation Exam

The CERTIS information system is used to support national evaluation projects organized by the Centre for the Evaluation of Educational Achievements (CERMAT). This information System makes it possible both organizationally and technically to assure the ability to meet the obligations arising out of Act No. 561/2004 Coll. (The Education Act) and Decree No. 177/2009 Coll. for the realization of graduation exams and supports further evaluation projects (e.g. single test, pilot verification of the organization of enrolments into education fields with the high school graduation exam, etc.).

HERACLEUM – An IS for Controlling Invasive Plant Species

The aim of the project titled “Reducing the Incidence of Invasive Plants Species in the Karlovy Vary Region” is to produce a radical reduction in the incidence of giant hogweed, reynoutria and impatiens glandular in the region. To provide information support for the project throughout its duration the HERACLEUM information system was developed. The system supports all activities related to the preparatory and implementation phases of the project through its four core modules – an internal and external portal, mobile workstations and mapping.

Czech POINT – Secure System Access

The USB hardware SafeNet iKey 4000 tokens were selected to secure access to the CzechPOINT system. The USB token security keys, along with the operating system software, provide the possibility of strong authentication protection by using something that the user has (the token) and something the user knows (the PIN for the token) and thus it enhances the protection of the entire system, which is handling sensitive personal information. Even with a large number of municipalities and the diversity of their different IT environments, there were minimum number of technical problems in the system rollout and these were all successfully resolved. The implementation of the authentication protocols took place throughout the end of February 2009, and it was confirmed that the solution is able to meet the high demands placed on it.

Cross Compliance – A System for the Administration of the Subsidies Paid to Farmers

The objective of the Cross Compliance project was to build a functional system that would provide the State Agricultural Intervention Fund one centralized location for the information needed to decide on the amount of subsidy to be paid to a farmer. It was challenging to manage and coordinate all of the work involved in this complicated and extensive project. On the customers’ side, there were nine entities; and, on the subcontractors’ side, fifteen companies. Our work involved integrating activities (analysis, design solutions) and the subsequent coordination of all subcontractors and customer entities. We also supplied the hardware and, last but not least, the development of new system components

The museum’s exhibits also include an attractive tour of the brewery’s operations and it provides a visitor summarizes to the visitors the overall picture of Budweiser Budvar, its history and current circumstances. Our company designed and supplied the technical background, which provides all of the effects for and the fully automatic operation of the whole exhibition. There is audio-visual equipment (projectors, plasma screens, player), lighting equipment, simulators, automatic doors, turnstiles and a control system. A separate part is the security camera system and the remote control system.

RMIS – An IS Control and Risk Management System for Jelgava and Siauliai

The main objective of this cross-border cooperation was to build a common, comprehensive, effective and fully interoperable platform to support crisis management between neighbouring towns in Latvia and Lithuania. The essence of the project was to optimize the functionality of the crisis management system with the help of technical tools and resources that were integrated into joint control centres located in both cities. Definitely the most challenging aspect of the project was the considerable diversity of legal, cultural and also linguistic backgrounds and their subsequent need for harmonization so that all stakeholders understood the terminology being used both professionally and in terms of language.

In February 2014, the Prague City Council conducted an exercise to gauge the City’s readiness to deal with a power blackout. T-SOFT provided software experts and technicians to help visualize blackout consequences and possible solutions during the simulation. An integral part of the entire exercise was also a dedicated website, which was represented as the only authorized source of information during the exercise to the public and media representatives

The system manages the everyday intake of patients at a medical facility. It helps to organize the reception of all types of patients and organizes the related medical consultation services at the medical facility both for existing patients as well as for patients yet to arrive (intake). There are time savings in being able to gather the necessary medical teams within about 15 minutes for a single patient. In the case of the collective intake of patients during large-scale disasters in the region or if there is a need to evacuate the hospital, the dispatcher switches the DUP system into crisis mode.

BRZ – To effectively manage the data connection between emergency medical services and targeted healthcare facilities.

The data link of the operating dispatch of the South Moravian Region EMS and hospitals will allow medical facilities to prepare for patient intake prior to the patient’s arrival at the hospital. The data record is structured information about the type of condition and the current status of the patient. It very effectively removes the “reception vacuum” of the pre-hospital necessary care and early hospital emergency care. Receiving the patient is thus effective and fully under control.

The RESPO project was designed to increase the resistance of the power distribution grid system in the Czech Republic against the risks of blackouts, with the aim of increasing the safety of the population. Two selected locations were used to test the effectiveness of measures to enhance the security of the electricity supply in protecting the population and economy from the threat of power failures (i.e. blackouts). Successful implementation of a simulated failure showed the possibility of gradual protection of cities against this threat.

The RECOVERY application is controlled by the Department of Security and Crisis Management of the Pilsen Regional Authority and is intended for the mass centralized collection of information, including the subsequent summarization of data on detected damage to property and it serves to provide basic functions for the affected areas with the objective to applying for state recovery aid.

RESPO – To protect cities from a general failure of the power transmission system.

The RESPO project was designed to increase the resistance of the power distribution grid system in the Czech Republic against the risks of blackouts, with the aim of increasing the safety of the population. Two selected locations were used to test the effectiveness of measures to enhance the security of the electricity supply in protecting the population and economy from the threat of power failures (i.e. blackouts). Successful implementation of a simulated failure showed the possibility of gradual protection of cities against this threat.

Within the project we have integrated a number of incompatible applications and products into a single information system. We have made sure that all authorized users of the information have what they need whenever they need it in the format they are looking for. Productivity has increased as a result. In addition, an ICT security solution was provided with an emphasis on confidentiality, integrity, availability, accountability and reliability of the information. We are also now in charge of the complete administration of city’s information system and we are continuing to work on its optimization and improvement.

Security: We performed a security access audit, established an IS security policy and security documentation ISVS for the purposes of approval. We have provided for the security of data and user identity (smart cards, HSM modules, system security keys and certificates).

ARGIS – IS for Non-State, Civilian Reserves

The Argis information system for the planning of non-State, civilian reserves has been in operation since 1999. It serves to ensure the information support needed for crisis management planning and decision-making processes. It is used by municipalities, regional authorities (regional authorities and the regional fire department) and central government authorities, including the State Material Reserves Administration. The application also has access to both natural persons and economic entities. Starting in 2013, Argis is connected to the information system of basic registers. The system is designed in accordance with Act No. 241/2000 Coll., on economic measures for crisis situations.

Security: risk analysis, IS security policy, security project and other ISVS security documentation required for attestation purposes.

Czech POINT – Secure System Access

The USB hardware SafeNet iKey 4000 tokens were selected to secure access to the CzechPOINT system. The USB token security keys, along with the operating system software, provide the possibility of strong authentication protection by using something that the user has (the token) and something the user knows (the PIN for the token) and thus it enhances the protection of the entire system, which is handling sensitive personal information. Even with a large number of municipalities and the diversity of their different IT environments, there were minimum number of technical problems in the system rollout and these were all successfully resolved. The implementation of the authentication protocols took place throughout the end of February 2009, and it was confirmed that the solution is able to meet the high demands placed on it.

MARS – Order System

MARS is a centralized ordering system used by internal users and customers. Orders are securely outsourced in the 24×7 mode.

According to established rules, the system automatically (or manually) releases orders for fulfilment in data warehouses and further on to intracompany systems ČEPRO and to the system for dispensing goods. Drivers use chip cards for secure and automated access to fuel.
